Is North Korea trying to antagonize Russia now?

Is North Korea trying to threaten Russia now with this missile?  Look like NK is trying to antagonize every country around it.

    Russia had clarified NK missile test.

    USA was creating false intelligence again as NK missile didn't land so close to Russian as the missile was tracked by Russian's radar.
