Japan was trying to harass China's aircraft carrier (Liaoning) exercise in international water and airspace by sending its F15 to breach its exercise zone. As a result, China had to send its J15 to ward off Japanese F15 by locking fire-control radar on F15. This was not the first incident because Japan also provoked China in 2016.
In 2016, Japanese F15s were locking fire-control radar on Chinese SU-30 and China engaged in a dog fight that sent the F15s scrambling back to Japan.
