This HK rioter got shot in the chest by the police because he attacked the police.

This HK rioter deserved to be shot because he attacked the police.  The police officer had a right to protect his own life too when he was faced with a life-threatening situation.  The police should have taken a tough stance like this much earlier because we could see that other rioters ran off immediately after the man collapsed on the ground.

The HK police gave him first-aid treatment immediately after shooting him.  Well done!
