The truth is out!
This is a 9mm bullet and is commonly used by the police.
The Philippines police have a gun firing culture whenever there is a celebration. However, my friend cannot lodge a complaint against the police unless she doesn't want to be in the Philippines anymore. Therefore, my friend can only go for a private settlement with the police over this unfortunate incident.
Lesson learnt: Please stay away from Philippines police whenever there is a celebration.
