Mahathir doesn't want Singapore to be connected to the OBR initiative and therefore has cancelled the HSR project. However, he will still retain the rail link with China by renegotiating for better terms.
He just doesn't want SG to reap the economic benefits and uses this HSR cancellation to slow SG growth. In short, he still hates SG deeply in his heart.
