U.N. approves watered-down new sanctions against North Korea.

The USA had relented. Either the sanctions won't get passed or only the watered-down sanctions would be approved.  The USA couldn't do anything without getting approval from China in the UN.

We're right to say that the USA won't get what it wanted in the UN vote.
