If a diplomat drives and kills a pedestrian after drinking in a pub with his friends, he is not protected by diplomatic immunity.

Is the Canadian PM trying to hint that the ex-diplomat is still working for the Canadian government secretly?
Is this why the PM is insisting that the ex-diplomat is still having the diplomatic immunity?
If this is the case, then China has every right to arrest him for national security reason.
