Singapore is not afraid to offend China because it has made anti-china remarks on numerous occasions. However, Singapore is afraid to offend USA and SG doesn't even dare to vote against nuclear weapon ban.
When SG doesn't dare to name the country in this subversion, it's pretty obvious which country is behind it.

The USA tapped on Germany and other European countries in the past and would continue to do so in the future. The USA is notoriously recognised to interfere in other countries' politics.
