China will not deem any investment to be strategic when it's taken out of the equation. Malaysia had excluded China from the SG-KL HSR project in favour for less experienced partners. Please bear in mind that nobody on this earth had built more HSRs than China.
Therefore, it's no surprise that China doesn't view the whole project as strategic anymore.

It's hard for Malaysia to find the same China deal because no other country will be strategically interested in Malaysia KL-SG HSR. Only China can link the HSR with its one-belt-one-road initiatives.
I hope the KL-SG HSR won't be delayed because HSR is part of a commercial & residential site. Without this big project, HSR will be a white elephant and has to be relocated.
