Taiwan was part of China in the past.  Taiwan is also part of China now as defined under the UN2758 resolution (one-China policy).  The western writer is trying to distort Taiwan's history by stating that China had never governed Taiwan before by omitting Liu MingChuan.

Taiwan was governed by China in the past and the first China-appointed Taiwan governor was Liu MingChuan.

Liu MingChuan's greatest contribution was building the first railway in Taiwan.
